The Veteran's right ankle degenerative arthritis is rated at a 20 percent rating, effective from the date of this decision.

The Board has remanded the issues of service connection for various disabilities, including cervical spine disability, back disability, bilateral shoulder disability, bilateral hip disability, bilateral knee disability, bilateral ankle disability, bilateral foot disability, rhinitis, bronchitis, asthma, heart disability, prostate cancer, and urinary incontinence. The reasons are that the Veteran failed to report to scheduled VA examinations for these disabilities.

The Board has denied service connection for bilateral hearing loss and remanded the issues of service connection for a bilateral ankle and lower leg disability, as well as respiratory disorder (to include asthma).

The Veteran's tinnitus was granted service connection. The Board found the evidence in equipoise as to whether the Veteran's lumbosacral epidural abscess, bilateral lower extremity radiculopathy, right knee osteoarthritis, left knee osteoarthritis, left ankle osteoarthritis, and bilateral hearing loss were incurred during active duty service or active duty for training. The Board remanded to obtain additional records and conduct further medical opinions.

The Veteran's left knee instability due to torn ACL is restored to a 10% rating effective September 1, 2018. The ratings for coronary artery disease and degenerative joint disease of the right ankle are granted with effective dates of May 20, 2013.

The Board has determined that there is at least a 50% chance (equipoise) that the Veteran's current right ankle, right hip, and low back disabilities are caused or aggravated by his service-connected right foot disability. After considering all evidence, including opinions from the Veteran's treating VA podiatrist, the Board granted service connection for these conditions.

The Veteran's right ankle fracture claim is remanded due to the failure of VA to provide a supplemental statement of the case at his correct mailing address. The TDIU claim remains on appeal.

The Veteran's claims for residuals of in-service bilateral groin injury, left foot/ankle disability, and sleep apnea have been granted. The right wrist, left thigh, erectile dysfunction secondary to low back disability, and rating for low back disability are remanded.
