The Veteran's claim for service connection for bladder cancer was received on April 14, 2015. The case remained pending until the AOJ granted service connection from August 10, 2022, which is when the PACT Act was enacted. However, due to sufficient evidence of herbicide agent exposure at Korat Royal Thai Air Force Base, an effective date of April 14, 2015, but no earlier, is granted.

The Veteran's bladder cancer is granted a total rating effective May 16, 2023. The Veteran's nephrolithiasis (kidney stone) is denied as there was no recurrence or residuals.

The Veteran's appeals for higher ratings for bladder cancer and a surgical scar were dismissed due to his death. The appeal is being dismissed without prejudice as the Board does not have jurisdiction.

The Veteran's cause of death, senile brain degeneration, was not related to his military service. The Board found no evidence that the Veteran's prostate cancer or bladder cancer were caused by or contributed to his death.

The Board has granted service connection for both bladder and kidney cancer, finding that the conditions were caused by exposure to industrial solvents during military service.
