Erectile dysfunction decisions — 2018

The Veteran's claim for an earlier effective date for erectile dysfunction was denied. The claim to reopen left testicular atrophy was also denied, as the new evidence did not raise a reasonable possibility of substantiating the claim. A compensable rating for erectile dysfunction and right epididymitis were both denied. However, service connection for PTSD was granted with a 70% rating, effective from November 13, 2013.

The Veteran's hypertension and erectile dysfunction are granted as service connected, with hypertension being linked to herbicide exposure in Vietnam and erectile dysfunction being secondary to the hypertension.

The Veteran's claim for eligibility for automobile and adaptive equipment or adaptive equipment only has been reopened due to the submission of new and material evidence. However, he does not meet the eligibility requirements as his eye disability is not severe enough to qualify him under the criteria set forth in 38 C.F.R. § 3.808. The Veteran's claims for specially adapted housing and special home adaptation grant are also denied due to lack of qualifying disabilities.

The Board has granted service connection for erectile dysfunction as secondary to the Veteran's service-connected chronic mechanical low back pain with degenerative disc disease. The case is remanded for further evaluation of a diagnosed acquired psychiatric disorder.

The Board granted service connection for left ear hearing loss and denied it for right ear hearing loss. The Veteran's ED, MDD with anxiety, and brain atrophy are remanded for further review.

The Veteran's service-connected disabilities, including PTSD, prostate cancer residuals, sphincter control impairment, erectile dysfunction, and hemorrhoids, have rendered him unable to maintain substantially gainful employment.
