The Board denied the Veteran's claims for service connection for a fracture of the left proximal humerus and a left elbow condition, both claimed as secondary to his service-connected bilateral knee disabilities. The claim for reopening a low back condition was also denied.

However, flexion was limited to no less than 118 degrees, normal extension, and no medical evidence of instability.
