The Board has remanded the case due to incomplete examination and review of the claims file.

The Board denied the veteran's claims for an increased evaluation for bilateral hearing loss, secondary service connection for a headache disorder, and secondary service connection for residuals of a left hand injury. The decision found that there was no evidence linking the current left hand condition to his service-connected hearing loss.

The Board has determined that the veteran's claimed bilateral knee and ankle disorders are not proximately due to, or a consequence of, service-connected bilateral foot strain. The headache disorder claim is also denied.

The Board found that a timely substantive appeal was not received as to the January 5, 1998 rating decision which denied service connection for headaches and sinusitis.

The veteran's claims for service connection for asthma, headaches, a digestive disorder, and PTSD are being remanded due to the need for additional development of evidence regarding his claimed stressors and medical nexus.

The Board has granted effective dates of June 17, 1991 for service connection of mood swings and September 23, 1988 for service connection of migraine headaches.
