The Board has remanded the case for additional development, including obtaining a medical opinion regarding the relationship between the Veteran's headaches and his service-connected shrapnel wound to the head. The Veteran is also seeking an opinion on whether his current headache disability is aggravated by any of his other service-connected conditions.

The Veteran's headaches are found to have had their onset during service and the Board grants service connection. The left eye disability, including minimal cataracts, is also granted as a direct result of service.

The Veteran's PTSD, migraine headaches, and epididymitis have been granted initial evaluations from September 1, 2007 to February 10, 2011. The Veteran is currently receiving a 50 percent evaluation for PTSD.

The Veteran's service-connected migraine headaches are found to have had their onset in service and continue since then. His mood disorder with depression is also granted, but at a reduced initial rating of 70 percent.

The Veteran's service-connected disabilities (migraine headaches, right wrist fracture with residual weakness in the right hand, and status post left elbow fracture) prevent him from securing or maintaining substantially gainful employment.

The Veteran's joint pain, chronic fatigue, and headaches are found to be related to his service-connected PTSD with depressive disorder and psychotic features.

The Board found that the Veteran's current migraine headaches are not related to his military service or a service-connected disability, including his hemangioma of the nose.

The Board has determined that new and material evidence has been presented to reopen the service connection claims for bilateral hearing loss, headaches, lipomas, right hip disorder, bilateral knee disorders, and right hand/wrist disorder. These claims are now considered on their merits.

The Veteran's sleep apnea was found to be incurred during service. The Veteran does not have a current diagnosis of bilateral hearing loss for VA purposes, and thus his claim for this issue is denied.

The Veteran's claim for service connection for headaches due to formaldehyde poisoning is being remanded as the VA has not provided an adequate examination or considered all relevant evidence.

The Veteran's cervicogenic/migraine headaches are rated at 30 percent since February 4, 2010.
