The Board has remanded the Veteran's claims for service connection due to insufficient opinions provided by the VA examiners. The issues include bilateral shoulder disability, right hand joint pain, bilateral elbow and knee pain, cervical spine disability, renal cell carcinoma, neuropathy of lower extremities, osteoarthritis of left hand ring finger, hypertension, hiatal hernia with GERD, atopic dermatitis, migraine headaches, and bilateral condylar flattening indicative of degenerative joint disease of the temporomandibular joint (TMJ).

The Veteran's claim for a compensable evaluation for hypertension was denied. For the period of May 1, 2009 to February 27, 2018, his claim for an increased rating for migraines was also denied. Beginning February 27, 2018, but no earlier, he is granted a 30 percent evaluation for migraines.,The Veteran's hypertension did not meet the criteria for a compensable evaluation as his systolic blood pressure readings were predominantly under 160 and diastolic pressure was predominantly under 100. His migraines resulted in attacks less frequent than once per month, which does not meet the criteria for a compensable rating.

The Board has granted service connection for hypertension and migraines on a secondary basis to the Veteran's service-connected depression.

The Board has found that further development is needed for the Veteran's claims of entitlement to service connection for headaches and a rating in excess of 10 percent for asbestosis. The claims are being remanded for additional development.

The Veteran's migraine headaches are considered to be incurred in service, and the claim for this condition is granted.
