The Veteran's request for a compensable disability rating for his service-connected post-operative left inguinal hernia with residual scar is denied as there is no evidence of a recurrent or well-supported hernia.

The Board found that the Veteran's income exceeded the applicable maximum annual pension rates since February 1, 2011, and thus terminated his nonservice-connected pension benefits effective that date.

The Board has determined that the Veteran's Notice of Disagreement (NOD) was not timely submitted, and therefore, his appeal is denied.
