The Veteran's appeal is being remanded to the AOJ for further development, including scheduling a Board video conference hearing.

The Veteran's appeal is being remanded due to incomplete service treatment records and the need for a VA examination in connection with his claim of service connection for a nervous disorder. The case will be readjudicated after these actions.

The Board found that the Veteran did not timely file a notice of disagreement with the December 2007 rating decision, and thus, his claims for PTSD, tinnitus, and bilateral hearing loss were denied as to effective dates prior to April 28, 2009 (for PTSD and tinnitus) and April 29, 2009 (for bilateral hearing loss).

The Veteran's service-connected coronary artery disease, posttraumatic stress disorder, and right ankle disability make it impossible for him to secure or follow a substantially gainful occupation.
