The Veteran's application to reopen his claim of service connection for obstructive sleep apnea was granted. Service connection for obstructive sleep apnea, as secondary to service-connected PTSD, is also granted. A TDIU and SMC at the housebound rate from August 2, 2019 are granted.

The Veteran's claim for an effective date prior to July 28, 2008, for the award of service connection for PTSD with inextricably intertwined ADHD was denied as his original claim was received on that date.

The Veteran's appeals for PTSD and hearing loss have been dismissed due to the death of the appellant.

The Board has granted service connection for PTSD, finding that the Veteran's current diagnosis is related to a verified in-service stressor of witnessing a scud missile attack during the Gulf War.
