The Board denied the Veteran's claim for a total disability rating due to individual unemployability because of service-connected disabilities, finding that there is no evidence showing that his service-connected conditions prevented him from securing and maintaining substantially gainful employment.

The Veteran's appeal for an increased rating in excess of 50 percent for posttraumatic stress disorder with alcohol use disorder has been dismissed due to the death of the Veteran.

The Veteran's claims for service connection and evaluations have been remanded due to the need for further development. The issues include seeking service connection for speech problems, evaluating limitation of extension of the right elbow, obtaining a higher evaluation for degenerative disc disease with spondylosis of the lumbar spine, and determining an appropriate evaluation for migraine headaches associated with PTSD and TBI.

The Board has remanded the claims for posttraumatic stress disorder, sleep apnea, right wrist carpal tunnel syndrome, left wrist carpal tunnel syndrome, and cervical spine due to procedural issues with the Notice of Disagreement form.

The Board has granted service connection for PTSD and remanded the issue of service connection for asthma.

Dependents' Educational Assistance benefits have also been established effective January 1, 2005. Special monthly compensation at the housebound rate has been granted from March 13, 2012.

The Board has remanded the case due to pre-decisional duty to assist errors, including failure to verify in-service stressors and obtain opinions on service connection for PTSD.

The Board denied the Veteran's claim for an earlier effective date for special monthly compensation based on housebound status because he did not meet the criteria at any point prior to September 19, 2018.

The Veteran's bilateral hearing loss was not shown to be related to service, and thus denied.,PTSD prior to August 2, 2022, is rated at 50 percent. The Veteran's PTSD since then has been rated at 70 percent.

The Veteran withdrew their appeal for a rating in excess of 70 percent for PTSD, and the Board has dismissed this issue.
