Scars Board decisions

The Veteran's claims for service connection for IBS, right ankle disability, right hand scar, left foot plantar fasciitis, bilateral pes planus, and skin disability (xerosis) have all been granted. The issues of service connection for left foot plantar fasciitis, bilateral pes planus, and skin disability are remanded.

The Veteran's pseudofolliculitis barbae with facial scars have not been manifested by any characteristics of disfigurement; characteristic lesions cover less than 5 percent of the entire body and of exposed areas affected. Therefore, the criteria for a compensable rating are not met.

The Board has decided to remand the Veteran's claims for increased ratings for right inguinal hernia and pilonidal cyst due to a failure to reschedule VA examinations. The Veteran must be provided with appropriate VA examinations.

The Veteran's claim for a 100% rating for other specified anxiety disorder with alcohol use disorder and traumatic brain injury (TBI) with residual neurocognitive disorder, dizziness, and giddiness is granted. The claims for increased ratings of service-connected visual constriction and tinnitus are denied. An effective date of March 4, 2021, but no earlier, for basic eligibility to Dependents' Educational Assistance (DEA) under 38 U.S.C. chapter 35 is granted.

The Veteran's bilateral hearing loss is rated as noncompensable, with the most probative evidence showing Level I hearing acuity in both ears.,The Veteran's right ear scar does not meet the criteria for a compensable rating under Diagnostic Code 7800 due to lack of one characteristic of disfigurement.,The Veteran's skin rash / eczema is rated as noncompensable, with the most probative evidence showing intermittent topical therapy and no systemic therapy required over the past 12 months.

The Board has granted effective dates of July 5, 2023 for the service connection of various knee and leg conditions.
