The appeal regarding the effective dates and initial ratings for pseudofolliculitis barbae, residuals of excision of a ganglion cyst of right hand, surgical scar of the right hand, and 10 percent rating based on multiple noncompensable service-connected disabilities was dismissed due to untimely filing of the notice of disagreement.
