The Veteran's appeal is being remanded for additional development, including VA examinations and the provision of a supplemental statement of the case.

The Board has determined that the Veteran's blackouts and dizziness are not service-connected, as they are symptoms of his hypertension. The fractures to the right arm and ankle were also not incurred in or aggravated by active service. Service connection for these conditions is denied.

The Veteran claims service connection for Meniere's disease, which he believes is related to his military service and/or service-connected hearing loss and tinnitus. The case has been remanded due to the need for additional medical records and an updated VA examination.

The Board found that the Veteran does not have a current diagnosis of vertigo and denied his claim for service connection.

The Board has determined that the Veteran's benign positional vertigo, claimed as dizziness, did not have onset during active service and was not caused by or aggravated by his service-connected tinnitus or hearing loss. Therefore, service connection for this condition is denied.

The Veteran's appeal is being remanded for further development, including a VA examination to assess the current nature and severity of his posttraumatic vertigo disability. The TDIU claim is also intertwined with the increased rating claim and must be remanded as well.

The Veteran's left knee disability, bilateral hearing loss, and respiratory disorder are all found to be related to service. The Veteran's PTSD and vertigo claims were not discussed at the hearing.
