The Board has reopened the claim for service connection for residuals of right foot surgery and finds that new and material evidence has been received to reopen the claim.,Residuals of right foot surgery, including degenerative joint disease and/or post-traumatic arthritis involving the MTP and/or interphalangeal joints of the right first and second toes; post-operative changes including retained wire; hallux valgus of the first MTP joint; post-surgical scars; tenderness; and any residuals of the arthroplasty of the second toe found to be present, were incurred in active peacetime service.

The Veteran's service connection claims for multiple disabilities were denied, and the effective dates assigned are not earlier than February 27, 2017.,VA did not grant an earlier effective date for SMC at the housebound rate as the Veteran did not have a single service-connected disability rated at 100% prior to February 27, 2017.

The Board denied the veteran's claims for increased ratings for his service-connected lumbar myositis, psychoneurosis and conversion hysteria, residuals of shrapnel wounds of the left thigh and pelvis with retained foreign bodies and scars, and residuals of shell fragment wounds of the right thigh and left leg. The veteran was also denied entitlement to a total disability rating based on individual unemployability due to service-connected disabilities.

The Board denied the Veteran's claim for an initial evaluation in excess of 10 percent for his service-connected coronary artery disease, finding that the evidence did not support a higher rating based on the severity of his condition.

The Veteran's service-connected musculoligamentous strain, right knee, is currently rated at 10 percent and the Board finds that a higher rating is not warranted.
