The Board has determined that new and material evidence has been received sufficient to reopen the claims for service connection for bilateral upper extremity neuropathy. The Veteran's bilateral lower extremity diabetic peripheral neuropathy is currently rated at 10 percent disabling, respectively. As for his bilateral upper extremities, a VA examination is needed to determine if he has any current diagnosis of left and/or right upper extremity neuropathy and whether it is at least as likely as not caused or aggravated by his service-connected diabetes mellitus.

The Veteran's service-connected disabilities rendered him unable to secure or follow a substantially gainful occupation, and the Board has granted entitlement to total disability based on individual unemployability.

The Board has remanded several issues related to the Veteran's service-connected disabilities, including SMC based on loss of use of the bilateral upper and lower extremities, as well as rating increases for various neuropathies. The AOJ is instructed to obtain an adequate opinion regarding whether the Veteran's service-connected conditions have manifested with the loss of use of his hands, legs, and feet.

The Veteran's claim for SMC based on loss of use of the left upper extremity is remanded due to inadequate examination and opinion regarding her service-connected disabilities.
