The Veteran's right knee meniscal condition, which included a partial medial meniscectomy in June 1992 and another surgery in September 2017, resulted in persistent symptoms such as pain, stiffness, swelling, cracking/clicking/popping, and locking. A 10 percent initial rating for the entire period on appeal is granted.

The Board granted an extension of the temporary total rating for right knee surgery, denied initial and increased ratings for degenerative arthritis right knee, limitation of flexion, granted a separate 30 percent rating for right knee instability prior to January 29, 2021, and a 20 percent rating from that date, and dismissed appeals for higher ratings for erectile dysfunction and major depressive disorder.

The Board has remanded the claims for service connection and temporary total rating based on convalescence following right knee arthroscopy due to incomplete medical opinions and procedural issues.

The Veteran's right knee disability, including post-operative arthritis and meniscal condition, was rated at 10% prior to February 6, 2014. A 60% rating is granted for his status post total right knee replacement from April 1, 2015 to September 23, 2018.

The Board denied the veteran's claims for increased ratings for his service-connected lumbar myositis, psychoneurosis and conversion hysteria, residuals of shrapnel wounds of the left thigh and pelvis with retained foreign bodies and scars, and residuals of shell fragment wounds of the right thigh and left leg. The veteran was also denied entitlement to a total disability rating based on individual unemployability due to service-connected disabilities.
