The deciding factor: The severity of the Veteran's PFB during flares was found to be mild, and there was no evidence of scars or disfigurement with visible or palpable tissue loss and either gross distortion or asymmetry of facial features or with two or more characteristics of disfigurement; of 20 percent or more of the entire body or exposed areas affected; or of systemic therapy required for at least six weeks over a 12-month period.
