The deciding factor: The evidence showed that the Veteran's inflammatory skin condition was manifested by no more than chronic residuals consisting of a total body area affected greater than 40 percent and constant/near-constant treatment procedures attempted throughout the appeal period, to include but not limited to topical, intralesional injection, biologics, liquid nitrogen treatment and treatments or procedures other than systemic or topical medications for exfoliative dermatitis or papulosquamous disorders.
