The Board remands the issue of entitlement to service connection for skin cancer, to include as due to radiation exposure, for further development in accordance with 38 C.F.R. § 3.311 and the provisions of the Sergeant First Class Heath Robinson Honoring our Promise to Address Comprehensive Toxics Act of 2022 (PACT Act).
