The deciding factor: The August 2025 VA examiner's opinion concluded that the Veteran's throat cancer at the base of the tongue is an oropharyngeal cancer and not a respiratory cancer, and attributed its most likely cause to smoking and alcohol dependence, rather than exposure to herbicides.
