The deciding factor: The Veteran's allergic rhinitis was shown to be manifested by greater than 50 percent obstruction of the nasal passage on both sides and permanent hypertrophy of the nasal turbinates, but there was no evidence of polyps, which is required for a higher rating under Diagnostic Code 6522.
