The deciding factor: The evidence did not show an improvement in the severity of the Veteran's IBS, so the reduction was improper. The Veteran also met the criteria for TDIU as his combined rating was at least 70 percent with one disability rated 40 percent or greater and he could not obtain and maintain substantially gainful employment.
