The deciding factor: The evidence did not show material improvement in the Veteran's migraines, including under the ordinary conditions of work and life, and the Veteran's PTSD with panic disorder was productive of occupational and social impairment with deficiencies in the areas of work, family relations, and mood, but it was not productive of total social and occupational impairment.
