The deciding factor: The evidence did not show that the Veteran's condition manifested with FEV-1 less than 40 percent predicted, or more than one attack per week with episodes of respiratory failure, or required daily use of systemic (oral or parenteral) high dose corticosteroids or immuno-suppressive medications. For sleep apnea, there was no evidence of chronic respiratory failure with carbon dioxide retention or cor pulmonale, or the requirement of a tracheostomy.
