The deciding factor: The July 2024 VA examiner did not find that the Veteran had posttraumatic arthritis of the left knee, and the August 2024 radiology report revealed only mild left knee osteoarthritic changes. The Veteran is also not competent to diagnose posttraumatic arthritis.
