The Board remands the Veteran's claim for a sinus disability, to include chronic sinusitis and/or chronic rhinitis, to include as due to exposure to herbicide agents, for further development of the record.
The deciding factor: The July 2024 VA medical opinion is not fully adequate with respect to its finding that the Veteran's chronic rhinitis clearly and unmistakably existed prior to service.
