The Board remands the Veteran's claim for a sinus disability, to include chronic sinusitis and/or chronic rhinitis, to include as due to exposure to herbicide agents, for further development of the record.
The deciding factor: The July 2024 VA medical opinion is not fully adequate with respect to its finding that the Veteran's chronic rhinitis clearly and unmistakably existed prior to service. The AOJ failed to afford the Veteran a fully adequate VA examination and opinion, constituting a pre-decisional duty to assist error.
