The Veteran's asbestosis disability is rated at 100% effective March 12, 2018. Prior to that date, the rating was 60%. The Board found no evidence of a higher rating for any period.
The Board has ordered additional development to determine if the Veteran's asbestosis is related to in-service exposure, or if it was due to post-service work.
The Board has remanded the case due to the need for additional development, including obtaining private medical records and an amended death certificate. The examiner is asked to provide opinions regarding whether in-service asbestos exposure caused the Veteran's COPD, asbestosis, and prostate cancer, and if these conditions contributed to his death.
The Veteran's service-connected disabilities (small cell lung cancer with asbestosis, esophageal cancer, and left neck scar) prevent him from obtaining and retaining substantially gainful employment. The Board granted a total disability rating based on individual unemployability (TDIU).

The Veteran's claim for an effective date prior to March 4, 2019, for his asbestosis was denied because the increase in disability had not been factually ascertainable within one year of the date he was prescribed full-time oxygen. The effective date assigned by the RO is March 4, 2019.
