The appeal is remanded to the RO for a VA examination to assess the current severity of the Veteran's asbestos-related pleural disease.
The Board denied the Veteran's claims for service connection for asbestosis and chronic obstructive pulmonary disease (COPD) because the evidence did not support a finding that these conditions were due to any incident or event in his active service, including exposure to asbestos.
The Board found that the Veteran's respiratory disability did not warrant a rating in excess of 60 percent prior to April 1, 2008, and that the reduction from 60 percent to noncompensable was proper. The Board also determined that there was no evidence supporting service connection for COPD.
The Veteran's right knee disability was not found to warrant a rating in excess of 10 percent, and service connection for asbestosis was denied.
