The Board has granted earlier effective dates of June 17, 2013 for service connection for Parkinson’s disease with neurocognitive disorder and eight secondary disabilities (right upper extremity tremor, left upper extremity tremor, right lower extremity muscle rigidity and stiffness, left lower extremity muscle rigidity and stiffness, loss of sense of smell, speech changes, difficulty chewing and swallowing, and balance impairment) as secondary to the Veteran's Parkinson’s disease. The effective dates are based on a presumption of service connection due to exposure to contaminated water at Camp Lejeune.
The Board denied the Veteran's attempts to reopen his claims for service connection for Parkinson’s disease, pneumothorax with chest pain, and mouth and lip injury due to lack of new and material evidence.
The Board has granted service connection for left eye blindness and Parkinson's disease, among other conditions. The Veteran is not entitled to compensation ratings or SMC based on the need for regular aid and attendance or housebound status.
The Veteran's appeal has been dismissed due to his death prior to a final decision. The Board does not have jurisdiction to adjudicate the merits of this appeal.

The Board has remanded the Veteran’s claims of service connection for diabetes mellitus, hypertension, and Parkinson's Disease due to insufficient evidence regarding their relationship to military service. The AOJ must obtain all relevant records and provide the Veteran with a VA examination.
