The Board has remanded the claim of service connection for rheumatoid arthritis due to exposure to contaminated water at Camp Lejeune because the opinion relied upon by the Board was inadequate regarding an etiological relationship between the Veteran's diagnosed rheumatoid arthritis and exposure to contaminated water at Camp Lejeune.
The Board granted service connection for a left forearm scar and denied service connection for right shoulder disorder, left shoulder disorder, and acquired psychiatric disorder (PTSD). Service connection was not established for rheumatoid arthritis.
The Veteran's lumbar degenerative changes with IVDS and radiculopathy of the femoral nerves were not found to warrant a disability evaluation in excess of 10 percent. The evidence did not show sufficient impairment for higher ratings.
The Board finds that the Veteran's macular degeneration and lumbosacral strain with degenerative disc disease at L4-L5 are not service-connected. The ankle conditions have been rated appropriately, but the Veteran is found to be unemployable due to his disabilities.

The Board has determined that new and material evidence has been submitted to reopen the Veteran's claim for service connection for a lumbar spine disability. The evidence is in equipoise as to whether the Veteran's lumbar spine disability, resulting from an injury during service, was incurred or aggravated by active service. Additionally, the evidence is in equipoise as to whether the Veteran's radiculopathy of the right lower extremity is proximately due to or the result of his service-connected lumbar spine disability.
