The Veteran's claim for service connection for a bilateral hearing loss disability was denied as there is no evidence of such a condition during the appeal period.,For left leg cold injury residuals, an initial evaluation in excess of 10 percent prior to October 4, 2012, and from October 4, 2012, to December 6, 2014, was denied. From December 6, 2014, a maximum 30 percent evaluation is warranted.,For peripheral arterial disease of the left leg as a residual of cold injury, an initial evaluation in excess of 20 percent was denied.
The deciding factor: The Veteran did not have bilateral hearing loss considered to be a disability for VA purposes during the appeal period. The evidence showed arthralgia or other pain, numbness and cold sensitivity as residuals of left leg cold injury prior to October 4, 2012, and from October 4, 2012, to December 6, 2014, with nail abnormalities.,The Veteran's cold injury residuals did not manifest by more than arthralgia or other pain, numbness or cold sensitivity prior to October 4, 2012. From October 4, 2012, to December 6, 2014, there were nail abnormalities and X-ray abnormality (degenerative joint disease) warranting a 20 percent evaluation.,Peripheral arterial disease of the left leg did not manifest by ischemic limb pain at rest or an ankle/brachial index of 0.4 or less as required for a higher evaluation.
